The main focus of the research is to define the most appropriate transport indicators that can be used for the strategic environmental assessment of the transport plans, programmes and policies (PPPs). The PPPs have implications on the environment that can be measured and analysed in an expedite way by transport indicators related to the environmental key-factors. The ambit of this research consists in understanding the main effects of the transport activities, the trends and the macro impacts of a transport plan that are sufficient for the decision-makers to take the most sustainable decisions, above all in situations of lack of time and base information. To define the aforementioned transport indicators the proposed approach has been to set up a methodology for the definition of an appropriate set of transport indicators that can relate transport and environment. The method chosen to do this approach is based on DPSIR-scheme, mainly in its first two steps: “Driving Force” and “Pressure”, allowing to define a set of transport indicators that could assume the “role” of tools to evaluate the environmental effects of a plan becoming “proxy” variables for the environmental assessment of the transport PPPs effects.
