The present paper intends to convey two messages: (a) the pursuit of territorial cohesion, the crucial importance of which for European integration the forthcoming European Constitution recognises, cannot do without some kind of coordination at Community level of national planning systems; and (b) subsidiarity, a Community principle usually invoked to counteract it, should instead become the basic principle of a feasible and effective form of EU coordination of national planning systems. In order to convey these messages, the paper takes the announcement, in the draft Constitution, that European legislation will establish implementing measures as regards territorial cohesion policy as its starting point. Maybe one needs to be a constitutional experts (which the current author is not!) to be able to explain whether the proposed formula implies any substantial change to what is currently in the Treaties but at a minimum the terms are present to let planners discuss the chance of a few principles of good territorial governance, established at EU level, addressing the performance of national planning systems in the common area of territorial cohesion. In brief, these principles are (i) vertical subsidiarity, (ii) horizontal subsidiarity and (iii) the relationship between subsidiarity and cohesion. These, then, are proposed as the future key-principles of good European territorial governance, taking account of the fundamental role that territory plays for the future of the European Union.
