The message of this paper is that transnational planning fosters innovation in current times; this, however, can be socially capitalised only at the condition of full institutional awareness. The experience of EU territorial governance, regarding the complex of spatial planning processes and practices promoted by the European Union since the late 1980s, may support both arguments. Success of EU territorial governance notwithstanding, the European society is not benefiting properly from its outcomes indeed. The concept of planning as ‘institutional technology’ suggests that social experience, public acknowledgement and institutional codification are interlinked and equally indispensable momentums for the achievement of innovation by planning. This leads to conclude that, unless one accepts a possible decline of Community integration, time to establish a planning system at EU level is come. Such a decision will depend first on political courage, but European planners, as the technology depositaries, may be influent in addressing it.
