Prizzon intends to supply a synthesis framework, starting from the use of residential estate and dwelling difficulties. In the first part the author demonstrates the our country's approach to the construction of a substantial quantity of dwellings and the general improvement of the dwelling conditions have "de facto" stopped cultural and political debate on the "housing problem", relegating it to marginality, that is, concerning solely specific market niches, to be faced with the classic instruments of assistance. He observes, then that, on the basis of economic and social data, in the latest years such a framework has started showing several indications of an unquestionable and quickly increasing dwelling discomfort: beyond the "classic" conditions of recognized poverty, it becomes increasingly difficult for an increasing number of families of the low-band of the middle class, to find housing at prices that are compatible with their income. The housing problem is, therefor, again on stage on the political debate, as well as in the media, although with characteristics that differ substantially from the past. For this reason, the final section of Prizzon's work, in the basis of the analysis of possible typologies of intervention, comes to the conclusion that one of the possible answers to give to this new dwelling demand, is that of the "social housing", the offer of dwellings for rent at rates that are lower than the market's, but still able to repay the initial investment, and providing to the investors, what the author defines an "ethical income".
