The complexity of the construction of social and urban infrastructures related to a new public transport network implies high costs and errors. Providing a systematic approach to address this challenge has received limited attention. Determining a practical framework which continuously evaluates the mid and long term effects is an effective step to manage the above complexity. The paper presents the case study of the city of Rasht and proposes a two-steps framework based on the recording of the traffic flows, the use of a simulator, field inspections and also expert opinions. At first, potential scenarios including Corridors are set up; then, the best scenario, providing the highest performance indicators, is selected through the analytic hierarchy process for each bus only lane corridor.

Abstract
