Following the rationale of the experimentation with Territorial Integrated Evaluation (TIE), a proposal for institutional innovation is in order. This proposal aims to help implement governance processes in the Valley Communities (VCs). There are three spheres of innovation that the proposal has identified: • systems of scenarios – a polycentric spatial arrangement to be defined for the development and enhancement of the Province; • the design of a management form for the governance of this spatial arrangement; • a set of rules to be introduced for the governance and designing of retail territorial development. In relation to the first sphere of innovation, the systems of scenarios, we conducted experimentation that intended to promote the integration of retail territorial policies with regional and landscape-related policies. It also intended to incentivize converging policies involving various levels of planning – provincial, inter-municipal, and municipal. The ultimate end was that of encouraging cooperation among the territories/actors/stakeholders that would start to improve the quality of the processes of territorial development. In the interest of this improvement, the results of the TIE provide each VC with a dominant and a prospective territorial retail development scenario, which are based on an evaluation of the current dynamics. In this perspective, the TIE results identify strategies, objectives and actions for enhancement, conservation, and development to be designed in each VC.
