Emergency management and building loss assessment is the next step after the first emergency response to recover from events like earthquakes that threatens life, property, the environment etc. Since smart devices are becoming more widespread among the population and allows near-instantaneous exchanges of information, a new app that can also be used by residents is proposed. The goal is to develop a tool which can improve the performance of the emergency responders using a network of "moving sensors", the residents. This will allow optimizing resourses during the post-disaster phase by giving a picture almost in real time of the damage estention in the region.
